First give us your computer specs. It is not unlikely that your computer can't handle your current graphics settings.

A better CPU would be nice. Try and crank your graphics down a bit.

640 MB RAM? That sounds rather low. I myself have 2 GB of RAM.

Try lowering your graphics settings.

This is a really old issue. I think it stems from a corrupted GW.dat; but regardless of what causes it, this thread has turned into a tech type discussion rather than a bug one, so I'm moving it accordingly for now.

Yes, that's a corrupt dat file. I'm not sure if there is any other way to fix it than deleting and re-downloading it, but that works definitely.

The computer specs are somewhat low, indeed, but not a problem. GW will run fine on that, with modest settings.

If you choose to repair your installation, the problem might or might not go away. In the event that after a repair the NPCs still jump, you'll need to go into your guild wars directory and manually delete the Gw.dat file and download a new one from scratch or either use the install disc(s) or a backuo if you have one handy. BTW no need to wait till you get more RAM to reinstall, your problem isn't RAM related at all.
